The Fourth International Conference on Federalism was held at Vigyan Bhavan, New Delhi in November of 2007. It was hosted by the Government of India through its Inter-State Council Secretariat. The conference brought together 1300 experts and practitioners from 116 countries, including several heads of state. The conference was based on four broad themes and twelve subthemes. Each of these was developed by a panel of Indian and international experts who represent some of the leading authorities on federalism worldwide. The four themes addressed at the conference were:
- Building on and Accommodating Diversities
- Emerging Issues in Fiscal Federalism
- Interaction in a Federal System
- Local Government and Federal Systems
