On October 18 and 19, 2019, the Forum of Federations organized a high level workshop around systems of Intergovernmental Relations (IGRs) and Intergovernmental Fiscal Transfers (IGFT).
The participants were chairpersons and members of Standing Committees from the House of People of Representatives as well as key staff members from the House of Federation and the Ministry of Peace including the State Minster Dr Seyoum Mesfin. A total of 62 participants (25 Female) attended the workshop.
The objective of the workshop was to increase the understanding of the participants on the New Draft IGR and IGFR legal frameworks so that they can make informed decisions accordingly.
The workshop was conducted as part of the Forum’s Ethiopia Program “Strengthening Federal Governance and Pluralism in Ethiopia” supported by Global Affairs of Canada.
Forum’s East Africa Director Mr. Maeregu Habtemariam opened the two day event which was followed by a keynote speech by State Minister of the Ministry of Peace, Dr Seyoum Mesfin.
Day 1: Mr Tsegaberhane Tadesse, IGR Director at the Ministry of Peace, presented concepts, international experiences and Ethiopian practices of developing IGR policy within their legal framework. Shortly after his presentation, Mr Aschalwe Tekle, Director of Conflict Resolution and IGR at the House of Federation, made a presentation on the major points of the new IGR Draft Legal Framework which gave insight about the need to institutionalize IGR.
Day 2: Mr Yakob Bekele (Forum Senior Program Manager) started with the presentation on the new draft Legal framework on the IGFT which was followed by Dr Zewdu Kebede’s presentation on the new revenue sharing formula recently approved by the House Federation.
Participants in the workshop communicated appreciation for the event and demonstrated enhanced understanding on these issues currently facing Ethiopia.
