On June 2-3 2018, the Forum of Federations –Ethiopia Office organized a two day training workshop on Intergovernmental Fiscal Relations (IGFR) for members of Budget and Finance, Revenue and Custom, Expenditure and Government Audit, Social Affairs, Natural Resource, and Science and Communication Standing Committees of the House of Peoples Representatives as well as key staff for the House of Federations including the Deputy Speaker H.E Mr. Mohammed Rashid.
Summary of the Workshop
The meeting began with an opening speech of the Deputy Speaker of the House of Federations H.E Mr. Mohammed Rashid. The bulk of the session was devoted to the New Draft Framework on the division of concurrent/joint revenue and the New Draft Legal Framework on Intergovernmental Fiscal Relations in Ethiopia.
Day 1:
1. Basic concept of Intergovernmental Fiscal Relationships was presented by Yacob Bekele, IGFR Director of the House of Federation.
2. Historical background IGFR practices in Ethiopia was presented by Dr. Zewedu Kebede from House of Federations and followed by a presentation on the New/current Federal Grant Formula by Dr. Sisay Regasa from Addis Ababa University.
Day 2:
1. The first discussion began with a presentation on the New Draft Framework on the Division of Concurrent/Joint Revenue by Dr Zewedu Kebede followed by a presentation on the New Draft Legal Framework on Intergovernmental Fiscal Relations in Ethiopia by Mr. Yacob Bekele.
2. The third session was a brief presentation on how to integrate gender perspective on IGFR, provided by Genet, the Forum Gender Specialist.
Participants engaged in important issues and provided valuable inputs on both the New Draft Framework on the division of concurrent/joint revenue and the New Draft Legal Framework on Intergovernmental Fiscal Relations for improvements. Finally, the Deputy Speaker of the House of Federations Mr. Mohamed Rashid acknowledged the Forum of Federations efforts.
