The series Unity and Diversity was inspired by papers prepared for the fourth International Conference on Federalism, held in New Delhi in 2007, organized in partnership with the Inter-State Council Secretariat, Government of India. The five volumes of the series deal with the themes of Building on and Accommodating Diversities, Emerging Issues in Fiscal Federalism, Interaction in Federal Systems, Local Government in Federal Systems, and Policy Issues in Federalism: International Perspectives. The latter volume brings together a selection of papers from the Forum’s Young Professionals Programme. This series brings together international perspectives to be learned from to build more inclusive and cooperative federal systems.
