Report on Intergovernmental Relations in India, April 22 and 25, 2002 Report on Intergovernmental Relations in India, April 22 and 25, 2002 The Forum held two workshops, in Delhi and Bangalore, in partnership with the Institute of Social Sciences in India. The main goal of the discussions was to compare practices in India to those in a number of other federal countries. The international practitioners and experts who attended included Canadian Minister of Intergovernmental Affairs Stéphane Dion, former Swiss President Arnold Koller and speakers from Australia and the USA. There were both academics and practitioners from India. We had 25 participants in both roundtables. The Indian participants included state officials and academics from different universities and research institutes. Among the participants in New Delhi were Lt. Governor of Delhi Vijay Kapoor ; P. A. Sangma, MP and former speaker of Parliament ; Mohammad Shafi, Minister of Education, Government of Jammu and Kashmir. Among the participants in Bangalore were Dr. D. M. Nanjundappa, Chairman of High Power Committee for Redressal of Regional Imbalances; Dr. G. Thimmaiah, Chairman of Karnataka State Finance Commission; Smt. Theresa Bhattacharya, Former Chief Secretary of Government of Karnataka; Dr. K. H. Cheluva Raju, Former Vice-Chancellor and Retired Professor of Political Science, and others. The level of expertise of the international experts was strongly appreciated. The international experts provided comparative views on the state of the intergovernmental relations mechanisms in Canada, Switzerland, Australia, Germany and the United States. .
