Program Series Forum of Federations: Nepal

𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐋𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩 𝐢𝐧 𝐅𝐢𝐬𝐜𝐚𝐥 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐈𝐧𝐭𝐞𝐫𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭𝐚𝐥 𝐑𝐞𝐥𝐚𝐭𝐢𝐨𝐧𝐬

On May 31st, 2023, Gandaki Province Training Academy (GPTA) held a half day event on provincial leadership in fiscal management and intergovernmental relations in Pokhara in collaboration with Forum of Federations.

The GPTA is working to advance federal implementation in the Gandaki Province by providing trainings to both provincial and local level political and administrative leadership to enhance their knowledge and understanding of federal governance, fiscal federalism, and intergovernmental relations.

The event brought together Chief Minister, Provincial Ministers, Speaker and Deputy Speaker of the Provincial Assembly, Provincial Assembly members, Vice chair of provincial policy and planning commission, Chief Secretary, and the Secretaries of the provincial government.

The event gave elected political leaders, high-ranking government representatives, and decision-makers a forum to discuss and examine the successes and difficulties of Nepal's transition to a federal system of government. The purpose of the event was to promote knowledge sharing, conversation, and the generation of practical insights to improve fiscal decentralization and intergovernmental relations in the province and the nation.

The local and international experts presented their papers on the following key themes.

Federalism and Fiscal Federalism in Nepal: Hon’ble Balananda Poudel, Chairperson, National Natural Resources and Fiscal Commission

Law-Making Process in Province and Role of the Provincial Assembly Members: Hon'ble Ramesh Lekhak, Member, House of Representative

Intergovernmental Relations in Federal Context: Issues and Practices - Experience from South Africa: Reuben Baatjies, Forum of Federations

Sub-national Governance: Yam Nath Sharma, Consultant

Intergovernmental Relations in Federal Context: Issues and Practices:

Hon’ble Balananda Poudel, Chairperson, National Natural Resources and Fiscal Commission

The event provided a valuable platform for stakeholders to engage in meaningful discussions and comparative knowledge sharing.
