Report on Federalism in Ethiopia 2003 Perspectives on Ethiopian Federalism Report on Federalism in Ethiopia 2003 Perspectives on Ethiopian Federalism This project will take place as a trilateral partnership between the Government of Ethiopia, the Forum of Federations, and the German aid agency GTZ. The goal is to engage senior political figures from the Ethiopian federal and state governments in a collaborative examination of Ethiopian federalism. Subject to the approval and cooperation of the Government of Ethiopia, the project could be initiated with a self-assessment to be produced by Ethiopian practitioners. This self-assessment would be used by a small number of international experts and practitioners who would be invited to meet with their Ethiopian counterparts and provide a useful comparative perspective on relevant issues. At this time, it is likely that the following four aspects of Ethiopian federalism will be examined: • mechanisms of intergovernmental relations; • the role of the Supreme Court in the interpretation of the Constitution; • fiscal federalism and redistribution arrangements; • ethnicity as a basis for federal structures.
