Fellows of the Forum are elected by the Board of Directors in recognition of their exceptional contributions to institutional development of the organization.

David Cameron is Dean, Faculty of Arts & Science and Professor of Political Science, and is renowned for his significant career in public service at both federal and provincial levels of government. Professor Cameron’s interests include Canadian government and politics, questions of federalism and Quebec nationalism, ethnocultural relations, and the politics and constitution-making of emerging federal countries such as Sri Lanka and Iraq. His books reflect his extensive interests, and include Nationalism, Self-Determination and the Quebec Question; The Social Thought of Rousseau and Burke: A Comparative Study; Taking Stock: Canadian Studies in the 90’s; The Referendum Papers: Essays on Secession and National Unity (ed.); Cycling into Saigon: The Conservative Transition in Ontario (with Graham White); and Disability and Federalism: Comparing Different Approaches to Full Participation (ed. with Fraser Valentine). Professor Cameron is the winner of the Governor-General’s International Award for Canadian Studies, the University of Toronto’s Ludwick and Estelle Jus Memorial Human Rights Prize, and the University of Toronto’s Carolyn Tuohy Impact on Public Policy Award. He is a Fellow of the Royal Society of Canada

Georg Milbradt is the outgoing Chairman of the board of the Forum of Federations. He served in this post since 2014. He was appointed as Vice-President of the independent advisory Committee of the German Stability Council. His political career includes being Minister-President of the Federal Free State of Saxony and chair of Saxony’s Christian Democratic Union. He has been a member of the GermanBundesrat as well as the Parliament of Saxony. Among other functions, he has held posts such as Minister of Finance for the State of Saxony, treasurer of the City of Münster and was a member of the German Parliament’s Conciliation Committee. Prof. Milbradt maintains an association with the faculty of economics at the University of Münster, where he earned degrees in politics and economics.

Vijay Kelkar was Chairman of the board of the Forum of Federations from 2009-2013. He was the chairman of India’s Finance Commission until Jan. 31, 2010, a post of federal cabinet minister ranking. Dr. Kelkar has held senior positions in India’s public service, with international organizations and in the private sector. Internationally, Dr. Kelkar was executive director at the International Monetary Fund for India, Sri Lanka, Bangladesh and Bhutan from 1999-2002; and, director & coordinator, international trade division of the United Nations Conference on Trade and Development, Geneva, Switzerland, 1991-1994.

Arnold Koller was Chairman of the Board of the Forum of Federations from 2005- 2010. Throughout his career, he has held a number of distinguished posts, including President of Switzerland’s House of Representatives and President of the Swiss Confederation in 1990 and 1997. He was also Professor for Swiss and European trade and commercial law at the School of Graduate Studies of the University of St. Gallen and President of the Cantonal Court of Appenzell Innerrhoden. He is the co-author ofFederalism in a Changing World: Learning from Each Other.

Ana Carolina Lorena is Advisor for Investor Relations at the Caixa Econômica Federal state bank. She was formerly Adviser for International Affairs at the Under Secretariat for Federative Affairs of the Presidency of the Republic of Brazil, working in the area of decentralized cooperation and institutional relations. She has been with the Brazilian public service since 2004, performing a number of senior roles, including advisor for international affairs at the Ministry of Science and Technology and International Advisor to the Minister of Health in the area of regional integration of Mercosur and UNASUR.

Thomas Pfisterer is a former judge of the Swiss Federal Supreme Court and has served for 25 years in the Swiss judicial system. He was also a Member and President of the Canton of Aargau and a member of the Swiss Senate. He taught Constitutional and Administrative Law and Mediation at the University of Saint Gallen. A graduate of Basle, Berne, Yale and the Swiss Bar Association, Prof. Pfisterer is an Attorney at Law and expert in law and politics.

Mian Raza Rabbani is Speaker of the Senate of Pakistan. Mr. Rabbani was one of the fathers of the 18th Constitutional amendment in Pakistan that devolved power from the central government to provinces strengthening federalism in the country. He was Minister of Federal Affairs and until recently he has served on the Board of the Forum of Federations.

Bob Rae was the founding Chairman of the Forum of Federations. Bob Rae served as Ontario’s 21st Premier, and has been elected ten times to federal and provincial parliaments. He was chair of the Toronto Symphony Orchestra and is the Chairman Emeritus of the Royal Conservatory of Music, as well as National Spokesperson of the Leukemia & Lymphoma Society of Canada. He served as a member of the Canada Transportation Act Review and the Security and Intelligence Review Committee for Canada. He was Chancellor of Wilfrid Laurier University from 2002 to 2007. Mr. Rae completed a review of Ontario’s Postsecondary School Education for the Ontario Provincial government, with a report entitled Ontario: A Leader in Learning, which in turn led to significant policy and budgetary changes. In the spring of 2005, Mr. Rae was appointed a special advisor to the Canadian Minister of Public Safety on the Air India bombing of 1985. His report, Lessons to be Learned was published in November of 2005 and led to his further appointment as Independent Counsellor to the Prime Minister of Canada. Mr. Rae was appointed to Her Majesty’s Privy Council for Canada in 1998 and was appointed an Officer of the Order of Canada in 2000, and appointed an Officer of the Order of Ontario in 2004.

Roger Wilkins

Roger Wilkins is former Secretary of the Attorney-General’s Department, a position he has held since September 2008. Prior to that, he was head of the Government and Public Sector Group Australia and New Zealand with Citi and was Citi’s global public sector leader on climate change from 2006-2008. From 1992-2006, Mr. Wilkins was the director-General of The Cabinet Office in New South Wales where he played a leading role in areas of reform in administration and law, corporatization and micro-economic entities. Prior to that, he held an academic position at Sydney University Law School.
